Went on to study law in Brussels. While in Brussels he discovered ice hockey and immediately took a liking to the new sport. Began skating at the age of 16. In 1905 he joined the Fédération des Patineurs de Belgique and later played for Club des Patineurs de Bruxelles until 1914 at the outbreak of WW I.
Loicq went on to serve in WW I and received a citation for bravery.
At the 1912 LIHG tournament he filled in as an injury replacement on the Swiss team.
His consistent tact and knowledge of languages made him a suitable president of Belgian Ice Hockey Federation between 1920-35 and as the president of the LIHG (IIHF).
International referee between 1924-39. He was frequently officiating in the Olympics, European & World Championship tournaments. One of the founders of the International College of Referees.
Loicq was an active leader of the resistance against the Nazi occupation. Served on behalf of Belgium in the Nuremberg war crime tribunal.
Inducted into the Hockey Hall of Fame and IIHF Hall of Fame.
There is a Paul Loicq award presented annually by the IIHF Hall of Fame to honour a person for his service to the international ice hockey community.

Il a étudié le droit à Bruxelles, où il eut un coup de foudre pour le hockey sur glace. Il commença à patiner à 16 ans, rejoignit la Fédération des Patineurs de Belgique en 1905 puis le Club des Patineurs de Bruxelles de 1914 jusqu'à la fin de la Première Guerre mondiale. Loicq a participé à cette guerre et reçut une récompense de bravoure.
À l'occasion du tournoi LIHG de 1912, il fut autorisé à jouer avec la Suisse en remplacement d'un joueur.
Son relationnel et sa connaissance des langues firent de lui un très bon président de la Fédération Belge de Hockey sur Glace entre 1920 et 1935 et président de la LIHG (IIHF).
Arbitre international entre 1924 et 1939 lors de nombreux Jeux Olympiques, Championnats d'Europe et du Monde. L'un des fondateurs du Collège International des Arbitres.
Membre actif de la résistance sous l'occupation nazie, Loicq était dans la délégation belge au procès de Nuremberg.
Il fut aussi le directeur des établissements Vandenbroeck qui commercialisaient le "Thermogène", une ouate à base de tabasco qui chauffait la peau des gens ayant pris froid.
Intronisé au Hall of Fame du Hockey et de l'IIHF.
Un trophée Paul Loicq est remis annuellement par l'IIHF en l'honneur d'une personne qui sert la communauté du hockey international.
