A Russian coach converted him into a goaltender in his youth because he though Peter had skills for this position.
Began his senior career playing for ASK Vorwärts Berlin (1958-60) where he earned the nickname "Die Weiße Maske" ("The White Mask").
Remembered for many spectacular games between the pipes during the World Championships. Represented East Germany 99 times. Played his last season for TSC Berlin before hanging up his pads in 1970.
First president of the East German ice hockey federation in Spring 1990 (beforehand ice hockey was led by ice skating federation).
Along with West German president Otto Wanner he dealt that both GDR clubs (Dynamo Berlin and Weißwasser) could play in Bundesliga, even before the German reunification was officially achieved. Kolbe joined DEB council in July 1990, becoming the first East German sport official elected in a Western federation.
Inducted into the German Hockey Hall of Fame.

C'est un entraîneur russe qui le fait passer gardien chez les jeunes en lui découvrant un talent pour ce poste.
Débute en senior au Vorwärts Berlin en 1958 - club de l'armée qui joue en pratique à Crimmitschau.
Connu comme le "masque blanc", peint pour se différencier du "masque noir" Klaus Hirche. Se révèle à partie de 1960 à l'ASK Crimmitschau.
Les spectateurs des Mondiaux des années 1960 se souviennent encore de ses arrêts spectaculaires. 99 sélections nationales pour la RDA.
Il prend sa retraite en 1970 quand les autorités retirent le hockey sur glace des sports de haut niveau.
Premier président de la fédération de hockey sur glace est-allemande au printemps 1990 (le hockey était auparavant dirigé par la fédération de patinage).
C'est lui qui a convenu avec son homologue ouest-allemand Otto Wanner que les deux clubs de RDA (Dynamo Berlin et Dynamo Weißwasser) puissent rejoindre la Bundesliga, avant même la réunification allemande officielle. Kolbe est ensuite entré fin juillet 1990 au Conseil d'administration de la DEB, la fédération ouest-allemand, devenant le premier dirigeant de l'Est à occuper un poste de responsabilité à l'Ouest.
Introduit au Hall of Fame du hockey allemand.
