Dugan grew up caddying for celebrated PGA professional Denny Shute before becoming a high school hockey standout in Boston.
He was also a war hero. During world war II, Dugan was the first radioman in his squadron, and among the first in the U.S. Air Corps, to complete 25 bombing missions over enemy territory.
He was awarded five air medals including a Purple Heart, three Oak Clusters, and a Distinguished Flying Cross. He was interviewed the United Press International senior correspondent, Walter Cronkite, and profiled in one Boston newspaper.
Dugan was a longtime sales representative for Brine Athletics, specializing in lacrosse and soccer. He was also a founder of youth hockey in Brunswick, Little League coach, and a former director of the Brunswick Recreation Board. Was an active member of the Brunswick Golf Club for 42 years.
During the summers he lived in Punta Gorda, Florida, and at other times in Brunswick, Maine. He passed away at his home in Brunswick following a short illness.

L'été, il vivait à Punta Gorda, en Floride, et le reste du temps à Brunswick, dans le Maine. Il est mort dans sa maison à Brunswick à la suite d'une courte maladie.
