Lived in Percy, ON and Hasting, ON, while growing up. He spent three seasons with the Peterborough Petes (OHA-Sr.) from 1924 to 1927, winning the OHA Sr. title with them. In the 1930s he then played for Toronto Nationals (OHA-Sr.). That team also represented Canada at the 1933 World Championships.
Aside from hockey he was also a very capable baseball player and played for Peterborough club in the Central Ontario League.
On November 9, 1940 he was preparing to fill his car with gasoline when the tank exploded, killing him instantly. A nearby witness said that at the time of the blast Collins was thrown 100 feet (30 meters) from the car and that his body fell on a nearby car and rolled to the ground.

Vécut dans l'Ontario dans sa jeunesse, à Percy d'abord où il vit le jour, puis à Hasting. Il y apprit le hockey sur glace et en 1924, âgé de 23 ans, on retrouve sa trace chez les Peterborough Petes où il passe trois saisons, le temps de remporter la ligue senior de l'Ontario Hockey Association. Dans les années trente, il défendit les couleurs des Toronto Nationals, de la même ligue, club qui en l'occurrence fut invité à représenter le Canada aux championnats du monde 1933.
Frank Collins s'en sortait aussi très bien au baseball et porta le maillot du club local de Peterborough en ligue d'Ontario de la discipline.
Il connut une fin précoce et terrible. Le 9 novembre 1940, alors qu'il venait de fêter ses 39 ans, une pompe à essence explosa littéralement entre ses mains, le tuant sur le coup. Un témoin de la scène affirme que le souffle projeta son corps à plus de 30 mètres de là.
